Parents, educators or a community propose an idea that they believe will benefit the students of their community and is not already available to these students. An educational sponsor is found and an application to start a charter is sent to the state. If the state feels that the plan has merit, they will grant the request to charter a school.

Charter schools are incorporated as 501(c)(3) nonprofit organizations or as a teacher cooperative. They are reviewed every three years by the sponsor to determine whether the charter will be renewed.

Cyber Village Academy is authorized by the Minneapolis Public Schools and has been since it's inception in 1997.
